I have the honour to write you with further reference to our interview of the 27th ultime on the question of Trading with the Enemy.

As a result of my recent visit to the Philippine Islande I am more than pleased to note the firm stand now being takas by the American Authorities, both in regard to German Firms and other Firms employing Germans, and while good work is being done in the Philippines, I still feel there is a lat yet to be done in other portions of Asia, and I am convinced that it is not only necessary to Black list hemy Firas, but Firma of my other Nationality employing Germans or Enemy Subjects.

It must be obvious to anyone engaged in Commerce that the employment of Themy Subjects in my capacity is really enabling them both directly and indirectly to carry on and even hold their business comeotions.

As the whole question of Enemy Firms and employ- ment of Enemy Subjects is of such vital importance, I beg to respectfully submit for the consideration of your Chamber that the matter may be taken up with the Imperial Government with a view to ascertaining as to whether the Imperial Black List includes firms in the East employing Enemy Subjects, as well as Enemy Firme.
